NON-USE OF FORCE AGREEMENT: TBILISI AT THE CROSSROADS

Following research is made up of two sections. The first one looks into the non-use of force principle, as enunciated in international law, and analyses its signifcance – and potential impact – in the conflict transformation process, illustrated by three conflicts: Transnistria, Kosovo and Northern Cyprus. These three cases were selected because they share some common traits: they involve an ethnic dimension, remain unresolved, share secessionist intentions, and take place in the same geographic area – the European continent. The second part of the article is focused on the ongoing conflicts in Georgia and the current visions in Tbilisi on what role the non-use of force commitment can play in the conflict resolution process.
